Basil R. Battaglia

Basil R. Battaglia, 89, a lifelong resident of Wilmington, DE, passed away on August 29, 2025, just two months shy of his 90th birthday.

Basil graduated from Salesianum High School and earned his BA from LaSalle College in Philadelphia in 1959 and his LLB from the University of Baltimore in 1963.

Basil is recognized as the longest-serving Chairman of the Republican State Committee in Delaware, as well as the third longest-serving State Chairman nationally, serving from 1988 through 2001. During his tenure, the party saw an increase in registration, continuous control of the State House of Representatives, and a substantial increase in the number of women and young Republicans elected in the state, as well as the first Republican African American woman elected to the State Senate. He is also credited with shaping the presidential primary that gave George W. Bush his first primary win and boosted Delaware into the spotlight next to New Hampshire. He served as Chair of the Northeastern State Chairman’s Association, Vice Chair of the Northeastern States Association, and on the Standing Committee on Rules and the Budget Committee of the Republican National Committee.

Basil also was Director of the Delaware Turnpike for the Delaware Department of Transportation from 1977 through 1993, served as New Castle County Register in Chancery from 1969 through 1976, and owned Beckworth Title Company and Beckworth Consulting since 1966.

In addition to his political service, Basil helped his community as Director of the Federal Home Loan Bank of Pittsburgh, Director of the U.S. Small Business Administration, Director of the Greater Wilmington Visitors and Convention Bureau, a member of the Governor’s Council on Tourism, a member of Italo-Americans United, and a member of the Governor’s Dinner Committee. Basil was recognized with the Young Man of the Year award from the Junior Chamber of Commerce in 1969, the Order of the Griffin Head Award from the Delaware National Guard in 1979, and the Columbus Award in 1982.

As a skilled negotiator, many trusted Basil’s ability to lead various individuals and organizations with competing goals to come together and compromise for the greater good.

Despite his busy schedule Basil always found time to be available for his wife and children as well as anyone who asked for help from attending sporting events to finding summer jobs.

Basil is survived by his wife, Sandra; his three children, Lisa Battaglia and her long-time partner Jeff Dodson, Scott, and Michael and his wife, Samantha; and his grandchildren Isabella, Chas, and Willa, as well as step-grandchildren, Riley and Reese, as well as many nieces, nephews and their families. He was preceded in death by his parents, Bruno and Carmela Battaglia; his brothers  Victor, Joseph, Dominick, Francis, and Nicholas; and his sisters Rose Lindewirth, Catherine Sipala, Antoinette Reed, Ellen Conaway, and Ann Battaglia.

A viewing will be held on Tuesday evening, September 9, 2025, at Chandler Funeral Home, 2506 Concord Pike, Wilmington, DE, 19803, from 6:00 PM to 8:00 PM, and on Wednesday, September 10, 2025, at 10:00 AM at St. Anthony of Padua Church. My thoughts and prayers go out to Sandra and family on Basil's passing. I served as Brandywine Region Republican Party Chairman back in the late 80's and also Administrative Director for the Department of Elections for New Castle County in the early 1990's when Basil was Chairman of the Party. Although we may have not always agreed I had tremendous respect for Basil and the work he did for the Party. In a very short period of time we lost "two giants" in our Party with the passing of Basil and Governor Castle. I wish I could be back in Delaware to attend the services however my family and I now live in Ohio near our children.

I would like to offer my sincere condolences to the Battaglia family on the passing of Basil. He was a wonderful man who was a dignified gentlemen and very appreciative of anything I did for him. Wilmington Delaware has lost two exceptional brothers within a few months for men of their stature and integrity will not be replaced. I will miss both of them and it was a privelege and a pleasure to be their friend and doctor. I also commend Basil's wife Sandy for the excellent job she did, standing by him, and caring for him! A chapter of the Battaglia family comes to a close, and the next generation must carry on. May Basil rest in peace in the comfort our our Lord and the company of his brother Victor. God Bless all of Basil's family during these difficult times and in the future! Rest in Peace! Dr. James Fierro

My wife Sandi and I send you, Sandra and the rest of Basil's family, our Prayers for the Peace that Passeth Understanding on Basil's passing. He was a great person, and a good friend of more than 30 years, perhaps even 40, as you know, Sandra. And, of course, I went back years as well, to the late 1970s, with your father, Karl, and I applauded your marriage to Basil when that occurred. I so enjoyed all the thoughtful interactions Basil and I enjoyed, and losing him and Mike Castle in just one month is like losing two of the giants off our Delaware landscape. RIP, Basil, and we send condolences to the entire family.

To Sandy, Lisa, Michael, and Scott and family: my heartfelt sympathy and thoughts are with you during this very sad time. Basil loved his family and made great sacrifices of time and effort to show his love and caring. Sandy, you were a special blessing to Basil, bringing joy and love into his life and then caregiving when he needed it. I pray that your wonderful memories of joyful family times bring you comfort. Basil was an important part of my life both politically and personally. When he was Party chair and I was the national committeewoman, my phone would ring most nights at midnight, when Basil was on his way home from the title business and stopping for a very late dinner (at Wawa or 7-Eleven). We would discuss the political happenings of the day, talk fundraising (he was the expert!) and campaigning. Then we would talk about Lisa and Michael and your activities...you both were so loved. Then the wedding to Sandy (beautiful!) and the delight of Scott. We covered many subjects during those midnight calls. Basil was always a true gentleman...even during the most challenging times. He seldom showed anger or impatience; his steadiness calmed many a storm...and many a candidate. "Let's ask Basil" was the answer to many a problem or challenging situation. Basil was a strong advocate for women candidates (at one time, every woman member of the State House was a Republican). And I loved his sense of humor, which often carried the day. He was so respected as Party chair, both in Delaware and nationally, by presidential candidates and Republican National Committee leadership, serving in key positions on the RNC; it was indeed an honor to serve with Basil for so many years. Those were wonderful days, made even better by Basil's leadership and friendship. I'm grateful for both, but, most of all, our friendship. He was indeed an honorable man who made a difference in many lives. Priscilla

    Bernadette P. Winston writes,
A wonderful thought full man. He was the epitome of a caring understanding man. Worked with him many times during my forty plus years as a Republican, always had time to answer any questions and you could always be sure that he would never steer you in the wrong direction. Sandy, I know you will miss him dearly but remember Away by James Whitcomb Riley I cannot say, and I will not say That he is dead--. He is just away! With a cheery smile, and a wave of the hand He has wandered into an unknown land, And left us dreaming how very fair It needs must be, since he lingers there. And you-- O you, who the wildest yearn For the old-time step and the glad return--, Think of him faring on, as dear In the love of There as the love of Here; And loyal still, as he gave the blows Of his warrior-strength to his country's foes--. Mild and gentle, as he was brave--, When the sweetest love of his life he gave To simple things--: Where the violets grew Blue as the eyes they were likened to, The touches of his hands have strayed As reverently as his lips have prayed: When the little brown thrush that harshly chirred Was dear to him as the mocking-bird; And he pitied as much as a man in pain A writhing honey-bee wet with rain--. Think of him still as the same, I say: He is not dead-- he is just away! My deepest sympathy and much love to you always Bernie

The time I spent with Basil was the brightest time in that journey. We always had warm hugs at the beginning of each group, and his smile was heartwarming. Sending the most sincere condolences to Sandra and other family members. I'm sorry to hear of your loss. There's no way to completely share my appreciation. Thank you for everything, Basil. Dear Sandy, Dan and I always enjoyed our interactions with Basil. I remember joining Basil for a lunch at the Rodney Square Club many years ago when Haley Barbour was stumping for some Delaware politician. Basil was an exemplary moderate conservative who was able to easily “reach across the aisle.” We are sorry that we weren’t able to make his service. We are sorry for your loss. C and D
